Russia’s war against Ukraine has shown how essential it is to move military troops and equipment from point A to point B quickly. However, complex peacetime rules can turn a simple convoy into a major logistical challenge. To enable military convoys to move across Member States within days, Europe needs steps toward a “military Schengen”: harmonised rules, pre-agreed routes, and interoperable digital permissions.

On 19 November 2025, the European Commission and the High Representative adopted the Military Mobility Package 2025, a comprehensive set of measures
designed to ensure the swift, coordinated, and secure movement of military personnel and equipment across the European Union.

The package aims to strengthen Europe’s defence posture by addressing regulatory, infrastructure, and capability barriers that currently hinder military transport across borders.

Removing Regulatory Barriers

  • Clear process for cross-border military movements within a maximum of 3 working days.
  • One single permission procedure applicable to all 27 EU Member States.
  • Streamlined customs formalities and harmonised military transport rules.

Creating an Emergency Framework (EMERS)

  • Activation in cases where a significant increase in military movements is required.
  • Fast-track procedures and priority access to key infrastructure.
  • Simplified notification-based system replacing traditional permission requests.

Readiness of Dual-Use Infrastructure

  • €17.65 billion proposed under the next Connecting Europe Facility (2028–2034) for military mobility.
  • Approximately 500 hotspot projects and targeted investments to remove chokepoints along priority corridors.
  • A resilience toolbox to identify, upgrade, and protect strategic infrastructure.

Pooling and Sharing Capabilities

  • Establishment of a Military Solidarity Pool for shared transport and logistics capacities.
  • Support through the European Competitiveness Fund (2028–2034).
  • Development of a single Military Mobility Digital Information System.

Stronger Governance & Coordination

  • Designation of national coordinators for military transport.
  • Strengthened Trans-European Transport Network (TEN-T) Committee.
  • Creation of a dedicated Military Mobility Transport Group.
